New EU Policy Framework for Climate and Energy |

On 22 January 2014 the European Commission proposed new energy and climate objectives to be met by 2030, namely a reduction in greenhouse gas (GHG) emissions by 40% below the 1990 level, an EU-wide binding target for renewable energy of at least 27%, renewed ambitions for energy efficiency policies, a new governance system and a set of new indicators to ensure a competitive and secure energy system. The targets will have to be met if the EU is to keep its promise to cut its greenhouse gas emissions by 80-95% by 2050. Some key elements of the 2030 policy framework set out by the Commission are as follows. _The binding greenhouse gas reduction target of a 40% emissions reduction below the 1990 level would be met through domestic measures alone. Much criticism regarding the new framework has been expressed, arguing that the targets are not sufficiently ambitious. However, as Energy Commissioner Günther Oettinger said: "The 2030 framework sets a high level of ambition for action against climate change, but it also recognizes that this needs to be achieved at least cost." Now the proposal will be discussed at high levels and the European Council is expected to consider the framework at its spring meeting on 20-21 March.
