UNFCCC Releases New Draft of Paris Climate Agreement

UCAOn Monday 5th October, the UNFCCC released an Informal Note containing a new draft agreement of the Paris deal due to be adopted in December at COP21. These 20 pages - made by the Co-Chairs - are a sharp recap of the Geneva Negotiating Text (GNT) and aim at providing a concise basis for the next negotiating round of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) that will take place in Bonn (Germany) from 19th to 23rd October, 2015.

The document is divided in two parts named: "Draft Agreement" and "Draft Decision".

Section A details the tasks of the main bodies of the Convention and the essential steps for the agreement to be ratified beginning in March 2016 and to be completed by March 2017.

In part B, the "Decisions" to be included in the final agreement are listed into 10 main points: mitigation, adaptation, loss and damage, finance, technology development and transfer, capacity-building, transparency of action and support, global stocktaking, facilitating implementation and compliance, procedural and institutional provisions. Concerning mitigation three are the key points: to peak emissions, to achieve zero net GHGs and to reduce gas emissions by a reference year.

Although the foreseen outputs are several and with strong impacts, the document is not a diktat, but a living tool, since it grants Parties the possibility to withdraw any time after three years from the entry into force.
