Thermal Solar: A European Guide for Local Authorities

In the framework of the ProSTO - Solar Thermal Obligation Project, funded by the European Commission (Intelligent Energy for Europe Programme), a blueprint with the best practices for solar thermal applications has been defined.
The document is actually a guide for helping local bodies (municipal, provincial and regional governments of EU Countries) involved in planning, developing, introducing and managing efficient solar thermal ordinances in their territory.

The guide provides tools to support the applicant through all the necessary steps for implementing a solar ordinance. In detail, the ProSTO sections provide: communication tools for enhancing the advantage of a solar thermal ordinance (“Context” section); a software for the thermal solar potential assessment and tools for the local conditions analysis in order to evaluate the feasibility of an ordinance (“Baseline Assessment” section); text components and suggestions on the legal aspects for drafting a correct ordinance (“Ordinance Components” section); suggestions on the best measures to support all the involved stakeholders (“Flanking Measures” section); suggestions for evaluating the achievements of an ordinance application (“Monitoring” section).
