New European Directive on Energy Performance in Buildings

A new European Energy Performance of Buildings Directive (EPBD) came into force on July 9, 2010, amending the previous one, which dates back to 2002.
As the building sector in the European Union continues to expand, thus increasing energy consumption and greenhouse gas emissions, the main aim of the new Directive is to strengthen the energy performance requirements, taking into account climatic and local conditions, as well as indoor climate environment and cost-effectiveness.
Minimum energy efficiency requirements are set for both new and existing buildings subject to major renovation, to building elements that form part of the building envelope and to technical building systems. The Directive also foresees an energy certification for buildings, with independent control systems, and regular inspection of heating and air-conditioning systems in buildings. Moreover, national plans should ensure that all new and in particular, public buildings are nearly zero-energy buildings by 31 December 2020 and after the end of 2018, respectively.
All Member States are required to adopt the minimum targets set and apply a methodology to calculate the energy performance of the buildings in accordance with the Annex I of the Directive.
