The EU Seeks Your Opinion on Making Public Procurement Rules Better

pianta_denaroPublic procurement – government spending on contracts to buy goods, services and infrastructures – accounts for roughly 17% of the EU's GDP. Putting this 17% to the best possible use is essential to achieve the common objectives of the Europe 2020 strategy: fostering innovation, protecting the environment, fighting climate change and social exclusion.

On the 27th January the European Commission launched a broad-based consultation method for the modernization of the rules, tools and methods for public procurement. This method was chosen to ensure that the EU policy revision will be based on the experience of all stakeholders, and that future rules provide the best possible solutions to the actual needs of contracting authorities, economic operators and society as a whole.

Consultation is based on a Green Paper, a discussion document that presents a range of ideas and which is meant to invite interested people or organizations to give their feedback on a specific issue. The results of the Green Paper consultation will be discussed in a conference planned for 30 June 2011 in Brussels, which then serve as a basis for any appropriate legislative proposals.

The deadline for responses to the Green Paper is 18 April 2011.
