CDM Help Desk to support DNAs is launched

cdmhelpdeskClean Development Mechanism (CDM) is the means through which the Kyoto Protocol tries to involve developing countries in reducing greenhouse gases emissions.
As of the beginning of August, 4430 projects have been registered, with China and India taking up nearly 70% of them (50% and 20% respectively). On the other hand a lot of African and other small size countries are finding it difficult to take part in the mechanism.

This is one of the reasons why the UNFCCC decided to set up an Help Desk to support Designated National Authorities (DNAs) in these countries and help them improve their level of participation in the CDM. In particular it specifically addresses African countries, least developed countries (LDCs), small islands developing states (SIDS) and countries with equal to or less than 10 projects registered by December 31, 2010.
DNAs, the national authorities responsible to approve the projects, will be able to ask questions on three main areas: proposals for standardized baselines; recommendations of micro-scale renewable energy technologies for automatic additionality; grid emission factors.

The Help Desk launch follows the decision adopted by the CDM Executive Board on July 20, to expand the list of small scale projects automatically qualifying as CDM projects. This decision can help to reduce transaction costs and therefore ensure that also small projects usually considered economically inefficient can be developed in under-represented countries.
