14:30 - 17:00 Site Visit
SITE VISIT OBJECTIVES
The site visit objective is to present an effective example of waste management.
The VESTA Integrated treatment plant is located in Fusina, an industrial area between Venice and Mestre, but far enough from residential areas it is well connected with the main roads and provided with a pier to dock the boats coming from Venice. The integrated center includes a thermodestruction plant, a Refuse Derived Fuel (RDF) production plant, a composting facility for wet fraction from differentiated waste collection, sludge treatment and sewage depuration.
The RDF plant has a capacity of 145.000 ton/y; can stabilize the dry fraction of urban waste, obtaining a material with humidity less than 15% and a calorific power of 18.500 kJ/kg. The RDF produced in the plant can be used as fuel in thermal plants for the production of electricity.
The incineration plant has a capacity of 50.000 tons/year. It receives mainly the undifferentiated waste from Venice. The plant also generates electricity from the recovered combustion heat: the net amount of electricity sold to the national network is approximately 13.000 Megawatt per year.
The composting plant produces high quality compost from the organic fraction coming from differentiated waste collection. The capacity of the plant is of 60.000 tons/year.
In Italy there are many other RDF plants, among which the VESTA plant is characterised by the best techniques adopted and the high quality product. Moreover, this plant is an interesting example because of its location just near the ENEL power plant, where RDF is utilised together with coal as fuel for energy production.
The management environmental system is certified ISO 9001:2000 and ISO 14001:96 for the planning and management of waste collection. Also the management of the cemeteries and of the water supply system is certified ISO 9001:2000.
